At least as described, I don't see how it would work at all. Pouring a typical alcoholic beverage over dry ice should simply freeze the alcohol, and melt some of the dry ice. Pure ethanol wouldn't freeze, but something like, say, 80-proof Vodka freezes at -30f, and dry ice is ~-40F.
To get the alcohol to evaporate, you'd want something that would heat it to its boiling point, no?

@JerryCoffin From the POV of the dry ice, the vodka you pour over it is pretty darn hot, so it evaporates and takes part of the vodka with it. That's how I imagine it atleast.
@Xeo I s'pose it's possible, but I'm not seeing how it makes much sense. Also, the evaporated dry ice is carbon-dioxide, which is denser than air, so it'll normally try to sink, not rise up to where you could breathe it easily.
