@Ell Well, they can -- but to do so, they have to re-compute the hash for each possible salt value. With, say, 16 bits of salt that means re-computing the hash of each word in the dictionary 65536 times, and storing 65536 times as much data for the dictionary attack. If it started as, say, 6 hours and 2 gigs of data...well, you do the math.
