I'll admit that YouCompleteMe has grown on me only over the last year. Before that I was a total abstainer too. And I would only rely on buffer completions built in to Vim.

Update "held back" packages. Usually kernel updates or stuff that depends on it.
So it's the non-criticals that have more impact (like, requiring a reboot or updating initrd/grub)

That's not actually dist-upgrade though. That's a specialized update script that basically reinstalls everything, but tries to keep packages that were installed (replacing them by the "new" blessed packages if the distro defaults changed) and the configs (merging them or prompting on conflict, IIRC)
