also I think I ballsed it up anyway.
 
yeah, I would use state based system. you only have 2^6 states... well, 2^7 I guess as you need to count the boat as a thing I would guess...
you know what your end state is, so work out what possible states get to that, and then to those etc. until you work your way back to the starting state... aka A*
though... not sure how you would weight each transition...
