oh, I was just thinking of states being wolf+sheep+human+boat | empty => human+boat+wolf => wolf | shep+human+boat

though, the boat and human are effectively the same thing, you can't transfer boat and not human. I am thinking of states being valid or not, so wolf+sheep | human is not a valid state
