I can't immediately think of a purpose for boost::system_clock. The fact that it can go forwards or backwards without warning kinda makes it pointless IMO.

instead of a type who's only purpose is to be converted to a user-time, and then converting.

Lots of people asking questions on Stack Overflow think we can read minds or something

for a start, 50 reputation is a very low amount in general
and secondly, if you could offer bounties but not lose the rep, you could offer more bounties than you actually have rep
 
A lot of questions get unanswered because we can't actually answer them.
 
taking the rep away immediately means that the system guarantees you never "default" on your rep bill
