I'd argue it depends on the context. If it's using a package manager, it could be a question about the package manger itself. In comparison with 'where do I find the website for xyzlib'?

@M.A.R. In Germany, there is a seperate language called "Plattdeutsch" (literally: "Flat German", to differentiate from the "Hochdeutsch" (High German, the "official" German)). That Plattdeutsch is actually quite close to the English language. Fun fact: I learned English first before I had contact with Plattdeutsch and the English helped me a lot understanding it.

@rene - what's the deal with !!notify ? I read the wiki and it say I need to do something with - so that it is silent or something? I didn't really understand.
 
@Henders their used to be a lot of users here that were in the notify list, causing smokey reports to get longer and longer.
The practical use of being notified in this room is rather small, given the almost instant nuke we achieve
So either you are in the room and notice the report, or you get the inbox notification 15 minutes later when you're too late
 
But it will ping you in this room, right?
 
In practice, notify was designed for smaller sites where a 10 minute late ping to a moderator has value.
 
In one of the roommeetings the regulars here ruled that you shouldn't opt-in for notification here
 
On SO, spam rarely lives more then 3-5 minutes
