The WSDL describes the XML document structure that is expected. The parameters will be contained in nodes in that document

I believe the url is the one that ends in .asmx but I'm not very familiar with those, they're pretty old
 
I think those that ends in .asmx are generated by .net, but I am not sure
I use as server a java webserver

Am I missing something, why would the documentation for a FileStream have you read a file like:
using (FileStream fs = File.OpenRead(path))
{
    byte[] b = new byte[1024];
    UTF8Encoding temp = new UTF8Encoding(true);
    while (fs.Read(b,0,b.Length) > 0)
    {
        Console.WriteLine(temp.GetString(b));
    }
}
When you could easily do:

using(MemoryStream memory = new MemoryStream())
using(FileStream stream = File.OpenRead(path))
{
     stream.CopyTo(memory);
}

Bam, file read into memory.  Now do whatever the shit you want with the memory stream.

my project doesn't go into the Login_Load

If you do an insert, "INSERT INTO ... (..., ...) VALUES (@Parameter, @Parameter2)"  When you build the query:

dbConnection.Query("...", new { Parameter = 1, Parameter2 = 2 });
