The only way to cure it is more than likely to educate people. Which seems to be something no one really buys in to.
Even in the US we cut funding for education all the time.
The public education system in India is pretty bad.
Overall literacy is something like 50%

@TravisJ Well to be honest I don't think the education as a whole isn't working to begin with. It's based on the idea that kids are cookie-cutter and can be taught in batches.
@LewsTherin So you get the help in the classroom when you're actually applying the work. One of my college professors ran his class that way and it was excellent.
 
@MrDoom - I agree there are glaring issues. It would be very nice if it were more structured like higher education where students with guidance pick and choose a development path which matches their education.
@MrDoom - There are some really smart children who are stuck learning about the decimal system when they can write code at home.

There are a lot of online private schools moving towards the idea of the reversed classroom. You get online time with a teacher as needed, but most of the time is self-paced videos and interactive stuff.
I honestly think that's the way to handle it.
The information itself doesn't change, so record how to teach it once. Present it at the rate that students need it.

Well see there's the catch. I spent 5 hours talking with my English teacher in high school about something we were reading, and how it related to something else I was reading.
We couldn't possibly do that in class, as there was a ton of material to get through and the rest of the class wouldn't have been able to keep up with our discussion.

Whereas writing can be taught to be exciting. I think that students should also be able to earn small amounts of money for their work in school. For example, English could be an opportunity for students to get paid to write research articles online based on how many times it was viewed. They could also be paid small amounts for editing.

In all honesty, I don't think I would ever write code in that style.
Nested subclasses to expose methods, or inheritance based on recursive constructors are both patterns I am not a fan of.
It is almost a class based visitor pattern.
