A newb, being someone new to something, is not inherently a bad thing. Newbs can often come to be subject matter experts after time. These are those well meaning users who may or may not make a mess of their first few posts then go on to succeed. Noobs on the other hand, generally refers to being someone new to something, but also tend to not learn. These are those users who show up, make a mess of all of their questions, never learn from input of their peers, and generally don't improve.
