the only thing google is abysmal at is some keywords (as they're really soooo generic) and symbols.

For everything else, people are sometimes lacking experience to make sense of what they find with google.

Homework questions can't be sorted out by automated algos, nor these are off-topic in general (same for the ubiquitous online code judge engine stuff). They'll need to be handled individually. This chat room may be helpful to do so. The more if you already have a close voting privilege yourself. Though we appreciate any hints here.

They count towards that badge yes. But think of it as a side-effect of flagging bad stuff for closure.
