I wouldn't DH something that with one fickle flick someone else reopens
and you close as a duplicate it gets reopened easy. So bad idea

My bet is that he's not a native English speaker. I can imagine that it's a very difficult language for many.
My concern is over his explanation of his design -- make a button visible when the mouse is over another button, and make it disappear when the mouse leaves the 2nd button. This looks to be a set up for frustration for the poor user, seeing a button but never being able to click it.
