thats the problem - the site's on a private vpn :p . I made a JSfiddle that I tried to use to emulate the problem, but I was able to get it fixed in the fiddle, but the fix didnt carry to the live site.jsfiddle.net/hv6f38za/11/embedded/result

essentially, on my site which has very very similar html and css structure, when scrolling from the right side, the overflow x hidden does not work on html

That's because you don't have anything that scrolls horizontally...

Make a wide element on the jsFiddle and you'll likely be able to reproduce.

I've got a gallery of products and for each product there is an image, name, and price. In your opinion should I have:
a. Quantity dropdown + add to cart button
b. Quantity text input + add to cart button
c. Add to cart button that brings up a modal with a quantity option
d. No add to cart button (user has to click on the image/name and go to the actual product page to purchase it)

hmmm sometimes we have it mixed, as in not all of the products have extra options. At the moment users get confused because you can add some products directly to your cart but some products (the ones with extra options) you have to click on the product.

^ that's true about the loading time, probably my biggest concern. Yea the button is pretty useless (not obvious) but the large modal idea is interesting (not my site btw).

to be fair though most sites will make you go into the product page so there is loading time there
