pop-up window with a any size height, if height is more then resize of monitor - to accept a scroll bar for a browser, but for scrolling the center block

@WesleyCrushed the PSX game you can still play on the PS3, and the newest wipeout that I know of (for the vita) was the last one done by Studio Liverpool and is awesome.. too bad the studio is now gone so who knows if another will ever exist :( sorry for all the pings lol
