I can envision putting, header, footer, nav bar into a separate HTML file. The pages with the actual real content would be downloaded individually.

@NickAlexeev you re absolutely right. I think the html include is late because of what for html was created for. At the beginning we can talk about web of documents with unique content on each page. In this case the include was not the most important concern. But now we live in the web of data and web of apps where web documents coexist and including some static html separatly makes more sense.
