Yes. But.
#include would reduce the traffic. #included files that repeat would be cached. That becomes more relevant if we rewind back to the 1990s, when teh interwebs worked through dial-up modems. Server side #include wouldn't help with this.
Not to mention that #include supports the DRY (don’t repeat yourself) principle. (Server side #include would help with this, though.)

@NickAlexeev you re absolutely right. I think the html include is late because of what for html was created for. At the beginning we can talk about web of documents with unique content on each page. In this case the include was not the most important concern. But now we live in the web of data and web of apps where web documents coexist and including some static html separatly makes more sense.
