ok so the value when converted to local is correct 28-07-2016 17:15:00 but now it doesn't display in the DateTime picker input

so the check if(!isNaN(outageStart_Local))

was preventing the setting of the input val

once I put $('#outageStartInput').val(outageStart_Local);
outside of the check the input filled with the correct local value

need to publish to server to check if the same expected happens there
