Yes, but there is also an other method. Using circles.
That is where Euclid's Element book is about, making any construction with only a ruler and a compass

The first thing I would do is snap it to a grid.
Display a thin grey grid in the background and let the vectors only move on those grid positions
 
Also drawing a circle isn't very user friendly
Cuz it's only drawn after you size it
 
I would keep the "draw circle" button but instead it would work in such a way that if it is selected and you "drag" on a vector it creates the circle from that vector position.
 
@Schoening I understand that you are saying this, but Euclids construction don't work on a grid.

When you draw a straight-ish line, it should snap to a straight line
 
Or at least I am guessing so

In level 5 your task is to make a straight line, using your limited tools
Then you unlock the tool "making perpendicular lines"
And from then you can use it. But not in level 1.

if the point is purple, it is random, it is black, it is precise
your point C is "random", because you didn't use the precise tool that gives black points

Draw circle from vertex, draw the same circle from intersection with line 1 and the circle, repeat with other line
That gets you the bisector

But the reason Euclid geometry doesn't use grids, is because, back it that time, it was quite hard to make perfectly straight grids
with a compass you can be very precise
