and in adittion to that, this script that needs to prevent the onchange js is only on certain pages in the site, but the select element is everywhere (mobile navigation)

If you want a fallback, you shouldn't be making a nav out of a select...

yes but the media queries and layout width tie in with the isotope plugin which I use for the homepage, and there are column widths and basically my container is required to be >= 640px
