It is assumed that your application knows when it creates elements
 
Which is logical, since you have to write that code...

Therefore, if you need to do anything on a per-element basis, it follows that you should do it after you've run the code that creates said element.

now, i have a page that just shows description
description is loaded dynamically
i have to remove desc if the logged in user is some guy, i have code for this
what all i wanted is perform this action when that desc element is loaded dynamically

Oh, we have one. Only took about 160 days this year. Nobody's happy with it, though. Lots of cutbacks coming, and tuition costs for higher education have just gone up 25% (620 -> 890€ per year)
