Chrome has an experimental css scrollbar setup, like old IE had, but way more customizeable-

but- webkit only, so- if you use it to make really radical scrollbars, your page will suck in other browsers

The best, most modern browsers deserve the best, most modern browsing experience. The rest only deserve working order. If you are using IE8 there should be a reason for you to want to upgrade, and likewise, you will save yourself time/ money by not having to jump through loops trying to get it to look the same in archaic browsers
