Has anyone heard of a permission in the manifest not being granted but the app still installing? One of our users (the only one I've ever heard of even) cannot proceed through our dialogs normally because the list of available wifi networks is blank, because the "change network activity" permission isn't present. It's present for everyone else and I don't see a way to remove it as a user.

Are they on 6.0+?

'they could change it off later on, we had a few apps crash because of that and a 3rd party SDK we used wasn't testing M permissions

yeah Android 6.0 but I don't see a way to turn off just that on my device

Go to the app settings for it

and then click on permissions, and you can toggle each one individually

There's Camera, Contacts, Phone but when I view all permissions, I cannot toggle just "change network activity"
