Essentially it works on a very old-fashioned trust relationship - each ISP has a set of "trusted" BGP sources, which usually updated by people typing them into a config file somewhere after a telephone conversation. There are a few automated BGP trust-share networks but they are usually just a set of a few geographically close ISPs.

The whole system is very old and pretty broken, but hard to replace with something better. That's mainly because the problem itself is a logically difficult one - you have to choose who you trust to give you information. And no amount of infosec tech can help decide that.

that's not the issue though, it's not about web servers, it's about SPI-driven routers (at that kind of scale)

You solve problems like that by throwing hardware at it, you don't need masses of IPs
