@LeviMorrison yeah, it probably doesn't make a lot of sense: you still need to implement fallback code for lower php versions that you support. At which point you should just always use the fallback code.
and the syntax itself is very limited - like try guarding against something like return types with that
 
now, what could be useful
is declaring the minimum version for a file
which would error if didn't match, but is a compile time check
declare(php_version > 7.0.4); // <-- errors if not there

If all php 5.3 versions end up being called php 5.3.3 irregardless of what they actually contain, that isn't terribly helpful for version checks.

Also isn't Googles policy to not claim any ownership/responsibility to the content it links. Which is why the DMCA procedure exists.
Saying that, Google will respect a DMCA for a link to a site linking a torrent... so it's a little blurry.
