I think by 'portable' he means you can have the IDE on a usb stick and use it on any machine. Provided it's a Windows one.

@RMartinhoFernandes Me neither. But then I learned to use NC early on (on CPM, mind you), and since the days of Win95 I almost exclusively use TotalCommander. F3 for view, F4 for edit, F5 for copy, F6 for move, F7 for create folder, F8 for delete. Not that that would make any sense, but I have been using it for more than 25 years.
@CatPlusPlus According to Apple i was Phone.
 
We used an irc chat at my previous job. One of the users was a bot that was connected to a Nabaztag.
We could let it speak via irc commands and all kinds of stuff.

I can't imagine not using TC.
