A: Ideas for proposals to help Stack Overflow create a more positive community?

Create a canonical section geared towards "new" users. It's a huge concern to the current community that some people don't look up answers correctly and just create questions without abandon. Why not create a section geared towards those users so they don't ever create a new question in the firs...

To be fair, the site seems fairly good at picking up on similar questions. I often find the easiest way to search is to start asking the question to get suggestions I might be duplicating. Maybe a new question can go into some sort of hidden area for like an hour... people can see the question waiting to be asked and questions SO suggests are similar, we can then 'close as dupe' before they are even opened.

I searched in linux box and saw it being typedef to typedef __time_t time_t; But could not find the __time_t definition.

@sehe I had to use std::fmod because I knew about the specification allowing floating points, not because it is actually a floating point type on Linux/Windows/FreeBSD/anything I know.
