I know both conversions are "exact match", but I thought they were also ranked within their categories.

I think that's the important bit.
@MooingDuck When you write text<utf8>{{"foo"}} you are already saying that it is utf8 once. I don't see a need to say it twice. (i.e. if you trust one of those cues, why not trust the other?)
