your problem is basically pure strings manipulation

step 1: split your content to have a "record" starting at the title and ending at the linebreak after "SPECIFICATIONS"

step 2: split by section to get whatever descriptions etc... you want
step3: only the Specifications remain, loop over the lines and split by ": "

or if you're crawling that from a website, I'd suggest you actually use the HTML version and an XPath parser
