I apologize, I realized that's how it reads only in hindsight when people pointed it out and have since edited. We (the mod team) genuinely thing that this should happen, and want to hear strong compelling arguments from the community (I feel that votes alone will not be a strong enough indicator, as any proposal to change of policy of any kind will assuredly be downvoted more than it is upvoted). We are strongly leaning towards implementing this, that is true. So yes it wasn't implemented (hence "strongly leaning") and also to @TylerH point it was likely way too strongly worded when he first wrote it up (I still see it as a declaration but trust Uchiha et al. at their word - I saw one or two others point out they weren't deleting any differently until the discussion was finished)
et al. should say "et al. but one"

This answer and several comments disagree
Martijn's comments there also implement the new policy. I had never seen such before.

Yeah, but at least Martijn stated both why he was deleting it and I can kinda see his point on a "new area of discussion" being off topic there (I don't agree with his argument and yep, it seems a new policy but its far more transparent then some of the other deletions at least)

@johnhennig there isn’t really a difference except to say we aren’t as quick on the delete button as we are on main. We will literally delete comments without a thought on main. We at least think about it here, however briefly. — George Stocker ♦ 29 mins ago
Does anyone know if "We will literally delete comments without a thought on main" is again accepted policy?
in that case all those various kinds of comment flags are over-engineered, just have a single flag that deletes any comment automatically
