Yeah. Moderators find a list of users on the same IP as the candidate. They send that list to SE, who can use their logs to find out if those users are all voting for that one candidate.
Was it possible? Sure, just like many things are. However, I just don't see it happening here, and also there doesn't seem to be any net gains to doing that.
Like, that's the absolutely most rudimentary amount of investigation we could do, and a list of users on the same IP would more likely indicate a university or office

If I'm a user who's been here for 5 months asking questions that <person> answered instead of downvoting, that's probably more appealing than <person> who left a comment explaining a downvote. Human nature and all that.
