I'm guessing you could implement both and discourage the second use?
 
One of the reasons I slightly lean toward items={items} instead of nested components is that I might be rearranging the items based on screen size. Specifically, taking the most important items OUT of the array and placing them as separate buttons when the sreeen space allows
like the android menu.
