I have to admit that the bounty on this question actually worked. The question isn't especially clear, but because it got more attention, it now has a good answer.

Turns out that using filter on an element creates a stacking context, now that wouldn't be a problem if the site was designed in such a way that the backdrop for the modals was put in the same context as the actual modal, but no they had to put the backdrop outside of the context which.... causes problems.

I wonder if potentially it wasn't "migrated" as such - but more just copied across at the DB level... retaining all the vote counts, but starting afresh the site view counter
