I am quite experienced .. I have built my own website too.. but that is a bit huge and new territory.. but now I need work.. I have worked both in .net and php
I bid from time to time.. like my accounts are created in 2013 and I bid but do not get work then I quit trying and start work on my own website..
I think I need some work and review first in order to get work on freelancer or upwork

for upwork, budget matter, (what you offer to client).
You can easily increase that, after a meeting with the client.

1). get some small works, on upwork with low budgets.
2). get good rating and reviews.
than go for big projects.
