So they got back to me and said all I needed was the jdbc url and use oracle sql developer to connect to it. and use the advance option as the connection type
I hate those guys they sent me a new link and it worked. I'm pretty sure they added my ip to the list after I asked them for the elastic one like you said. Its now working and I connected to it.
