in short: make a repository called <profile>.github.io where profile is your username on github. Inside that repo, make your website with an index.html which will be your homepage. Then you can go to <profile>.github.io to view your website.
Like mine here - xrisk.github.io/rishav
Then there's a site called js.org which gives out free domains to use on github pages sites. I got rishav.js.org from there. If you bought a domain of your own (like from namecheap), then you could also make that domain point to your github pages site.
