I was also surprised at that, but I didn't continue reading the rest of the abstract (or the paper) so I wasn't too hung op on it :)

well it's some shoddy run-of-the-mill journal so I'm not sure they even do peer review

@Dev-iL the point being made there (but we needed to shorten the paper by 40%) is that you should not plan everything from the start but iterate on the design often. The point is graphically shown on the figure with the arrows and the gradient. Also note that this is more or less mostly focusing on research software of machine learning, where you don't even know what will work until you try many things.
I myself have worked on software that was a pain to use because it's design was defined from the start so strictly that it didn't allow the flexibility that research requires due to how strict it is by design

the other side, on the other hand, is the frequency accumulating technical debt and legacy code by coding by the seat of your pants
which you surely know :P
Now that I work in corporate I think there's a huge difference with respect to number of devs on the project. In research you probably mostly have 1-2 fixed people for years. In "proper" software circles you have a lot more people working on codebases, often for shorter periods of time, and things get out of hand quickly.
