That's pretty much what it is.
So it's often done for client apps that don't want to bore the user when they start, or perhaps apps running under IIS where the application pool process might be recycled after a while. But for long-running apps and background services, it probably wopn't really be noticeable.
.NET Native might be more interesting.

@nyconing there is cash only delivery payment also. And I had the same problem with a fridge. Just I forgot to pick up the cash from ATM, so I had to move with them to a closeby ATM to pay. I felt pretty ashame.

It's easy to put "code into the cloud". Azure Functions just wrap your code in a web service and have loads of support for different types of triggers.
@Mathematics the basic footprint for an on-site instance of Azure is about 200 machines.

I think tomw knows more about this than I do. There's a core part of Azure which basically isolates an App Service inside a session which controls usage/billing/lifecycle/hosting/security.

How do I shorten My Namespace References... EG I have

When I tell a program using Main, I would like it to include all the sub references as well... Right now I am having to directly declare them eg:
