If you are talking about the mysql users where we can create from "phpMyAdmin", we only have one user, that is "hrUser". Now, can you only 50 people can access this system at once???? :O
Yes, but you can change the server variable to 0 so there is no limit for the connections.

an if you create 2 more mysql users ? You can check if a user has current connections more than 40 than switch to the other user. The connections should also be closed after a user finished.

Limit "max_user_connections=50" shows amount of max allowed connections to the database in one time. To make it simply for understanding you may consider it as when, for example, you have 10 constant active connections (from website to MySQL database) + 4 users/visitors, that open 10 temporary connections each. is the website written in jsp, java server faces or something else? Do you use hibernate ? You can use a connection pool which is set to a bound and the connections are assigned to a user which currently request the page after that the connection is pushed back into the connection pool.
