I am reading about python type hints. Do you have advise on when to use type hints. Examle it is clear that it is good to use at function declartion to suggest the input and output type of a function. Should we also use type hints at each variable assignment operation? Or is it an overkill?

Why does the following command return False: [] is False. Where as in if loop it evaluates to False.

I am writing a package using setuptools and the code is using nltk. Question: is it sufficient to add the nltk to install_requires in the setuptools file? I am concerned that nltk needs the download also, should that be my concern or it is concern of the user of the package? nltk.org/data.html
