@Neil That really depends on where on international waters you do it. Ships are registered in countries, and have laws determined by those countries. If you simply build a boat yourself and sail out and kill someone there, there might not be any laws that can bind you.

Actually AFAIK the only law on a ship is the Captain.
Of course, usually the laws of the origin country apply because it's the best and easiest way, but theoreticallyl, the Captain is the Law.
