@Shog9 But we're not talking about just this one post, that's what makes this so concerning for me. If this were only a discussion of this one post in which the argument was made that it's an exceptional case that would be quite different. The question is about the general case of an answer stating that the question's code doesn't reproduce the described problem. Here it might be a trivial change in which the real problem is just not an interesting question to anyone.
In plenty of other cases the change the real problem, after the code has been corrected to reproduce the problem, may be a very interesting and quality question.
So once again this stems from your argument that, in this specific case, the entire question is so completely unsalvageable that it's just not worth bothering to delete the answer, because there will (probably) never be a case (even in a parallel universe) where this question merits an actual answer.
But that argument doesn't apply to the general case, and George is saying that answers like these are always correct, and that he'll never remove them. That's not making an exception to a policy in special circumstances, it's openly stating that he's refusing to enforce the policy as a whole.
