After this unfortunate fork I have attempted a merge but haven't been able to resolve the subtle conflicts.

The sqlite3 module's handling of nested transactions is extremely silly (not supporting them due to an implementation detail that might be misguided notwithstanding this issue). I'm unpleasantly surprised that this hasn't been fixed yet. pysqlite issue #24 / Python issue 10740
sqlite supports nested transactions, but the Python sqlite interface interprets the transaction commands as commands that are only valid outside of a transaction, so it forces the current transaction to be committed before executing them (making them no-ops).
There seem to be several-year-old patches addressing this, but nothing that's made it in.
I could compile my own copy with those patches applied, but that's... non-ideal -- and I'd probably need to patch Django as well to make it aware of the change.
