why BreakIterator break at the middle of the character?
I'm pretty sure I copy-pasted the example at github.com/unicode-org/icu/tree/main/icu4c/source/samples/break

but in my case it print 18 for both?
wasted probably ~8 hours looking around at Google and there's still no good explaination

since BreakIterator in C++ should be same as ubrk in C
no matter what I tried it still print 18
