I have seen many questions in SO
every form starts with a form tag like 
<form:form method="POST" commandName="user">
and similarily every input text fields also have form tag like 
<form:input path="name" />
The project I am working in is also built in spring
but here we do not write any form tag 
we simply write <form action="" method="get">
<input type="text" name="hello">
</form>
so can you please tell me when should I use form tag and when I should not
