@oguzismail I'd admit that was my fault for "coming on strong" in my initial phrasing. But you could have said any time you made a mistake or misunderstood the suggested edit. In any case, no hard feelings. But TylerH is right keeping collegiality in the room is important, I had to respond for a lot of my actions in here. I think everyone has.

@bad_coder while I'm unsure what the tension is about, I ask you to respect it when users ask to not being pinged anymore on the same topic. You don't have to do it twice after they asked to stop doing that, whatever their motivation is.

Is this the right place to ask about getting a question re-opened? I was subject to what felt like a slightly heavy-handed vote to close a question that I put a decent amount of work into. There was initially a single comment below the post that expressed concern that it might be opinion-based, and I responded to that outlining why I thought that it wasn't, and had no further discussion before it was closed.
I have now edited the question to make the factual / non-opinion requests for information entirely explicit. So I'd like to get the question re-opened.

@jamse You've 2 questions there, first one is are there any existing guideliness and second one are there any packages, both are asking for recommendations/ kinda opinion based. I see you put a lot of efforts in it. However I don't think the question still fits. That's my personal opinion
 
It's still not suitable for Stack Overflow. It's looking for opinions, recommendations and it's too broad
Think what kind of answers you can expect. Can I give a single correct answer that can be verified by others? Or will people reply "in my opinion the best practice is ..."?
It might be more suitable for reddit

I'm not sure why asking for packages that might handle this situation is an opinion at all. All the time people ask questions about how to do something and the response is "you could use this function from this package" or "use this function from base R".
@Dharman I could see the question getting a response like "You should check out package XYZ. It offers functions ABC() and DEF(), which together let you specify data locations outside of a Project in a really nifty way." That would be a correct answer that others could verify. Another answer might offer up a different package that handles the same thing.
I don't think that there's a requirement for there to be a single correct answer, as we often see multiple answers that use (say) different packages to achieve the same thing.
@Dharman On the 'guidelines' part, people might say something like "Check out this chapter of a book by Hadley" or "Kirill Mueller has written about extending the here logic to cover this situation". Again, both of those are verifiable --- click the link and see if the writing exists and addresses the question.

OK, so it's pretty demotivating for a question that effort went into to be closed like this. And presumably the downvote and closure might hit my reputation. So before I post a new question, can I test out here whether it's likely to be acceptable?
I'd like to ask something like this:

"The package `here` improves portability of code where all elements (including data) can be stored within a Project. Are there any packages that similarly aim to improve code portability in situations where there are reasons for some things **not** being within the Project, such as data that needs to live in a different location?"

OK, so how can I structure a question about this that will be suitable for Stack Overflow? This is a real problem that could potentially have real answers. SO is a question and answer site. So how can I structure a question that will be satisfactory to the mods?
 
You could present a problem and ask for solutions. Make sure the problem is reasonably scoped though. Other than that, you can ask somewhere else. Stack Overflow is not the be-all of all places where you can ask for help.
For example, "How can I securely store the data for R project?"

From within an R project I can access data stored approximately anywhere on my system. Interesting info from Shog9: "Whether a post was deleted is mostly irrelevant to the question ban. If someone tells you otherwise, tell them they're wrong; if you see a meta post that says otherwise, edit it. What matters are poorly-received posts. ... The one exception involves deleting a question right after someone posts an answer to it."

@JeanneDark it is relevant because it doesn't matter how much you edit your deleted post to improve them. No one will notice and you'll certainly won't get upvotes on perfectly in shape but deleted posts ....

@JeanneDark Shog9 is actually technically wrong there. Hospitals do cause diseases, that's the general guideline with getting patients out of hospitals ASAP to avoid airborne bacterial infections (which is currently seen as a major concern in clinical settings).
@JeanneDark someone ought to edit that out of Shog9's post to avoid the spread of clinically unsound misinformation.
