You don't normally dispose of an in-memory resource, those get GCed without doing anything
You dispose of file handlers and database connections, so that they can return to a pool and locks can be cleared

If each routine grabs a connection but never frees it, you'll run out of connections and enter a deadlock
It's not even necessarily about threads anymore, just a bunch of functions all having a connection for themselves.
dispose frees the connection and puts it back in the pool to be used when requested.

I don't have any problems with environments without a GC safety-net. I have apps in C, C++ and Delphi, none of which have GC. There are plenty bugs in development etc, but the so-feared 'memory leaks' are not one of them. I don't understand why so many devs fly about in a panic over stuff that doesn't matter that much..

Actually, has a lot of off-topic questions but at over 25k questions it seems pretty intimidating to fully clean up to say the least (except for working the close vote queue with that filter)
