The answer is even wrong for C or C++. Both language use the const qualifier very different.
@QPaysTaxes I added a short comment about that to the answer. Briefly: C doers not have symbolic constants like C++ (except for enum-constants, which are always int). That's why const-alike macros are recommended in C for anything else than int. const is a guarantee by the programmer, nothing more.
@QPaysTaxes No, it says "I, the programmer, promise not to change this object".
@QPaysTaxes Sure, it is a constraint vionlation. But that does not mean you cannot cast-away the const and then write to the object. Depending on your implementation, this might even work.
@QPaysTaxes No, like all constraints, it allows certain optimisations (speed, where to put code/objects). iff the implementation takes advantage of it is not specified by the standard.
@QPaysTaxes const int i = 2; int *p = (int *)&i; *p = 10;. The compiler might catch this simple example, but a more complicated will eventually slip-through.

You can try to get the OP to provide a MCVE (unlikely once they have a solution). Otherwise, if it has to be a complete guess at the solution it is close due to no MCVE.

@Adriaan I've dup voted but someone has answered and pointed out (rather sarcastically) a better dup that doesn't quite fit what the OP is asking but the answer to that dup is what they were looking for.
 
@Lankymart IMO it matters how different two questions are. For example, if a q asks how to view all files in a directory in full form the answer probably would be ls -al, while the answer to a question like how to see the size of files in a directory can also be ls -al. In such cases, I would not dupe vote, but in many cases a dupe vote seems fit.
In the above case, the answers are same but they aren't quite dupes.
(though the example I have taken may be pretty bad)
