A: How to display the list dividers dynamically using jquery in listview?

if you use $.ajax() with async:false, you'll need to add the data manually to "#files". for example with $("#files").append();
yes bind is not working..nothing is displaying

if it still doesn't work after adding the above bind code, you'll need to use $.ajax() or you would need to load the data before you start adding the list elements.
also, i noticed that you are adding the "#files" div multiple times, which would result in multiple objects having the same id...which might lead to further problems...

put some console.debug() statements in the code and watch the log
(if you can access the console)

hmm. do the load functions get called? if not, try to add window.setTimeout() instead of just setTimeout()
but the above code should already run properly. except if the browser doesn't support setTimeout(), which i highly, highly doubt

well, with firebug, you could check if there are errors on the console, and you can check what the get request sends
the get should be the first entry that appears in the console....open it and look at the response
can you post some of your html code? maybe the functions aren't even the problem
