You can disable AutoLayout just like Mahmoud said. I think it's the easier way for who is coming from another SDK like Android. But to do that with AutoLayout, basically, for each UIView/UIButton, you're gonna need the following constraints:

1. Horizontal spacing for both UIViews set to 0 (to super view). One more set to zero to the distance between each other (top space to view instead of super view).
2. Same principle for buttons about spacing to top, bottom and to each other.

I'm having trouble creating the actual constraint.
Have you tried starting from zero using Auto Layout? For me, it created all the constraints I need by doing:
1. top view
2. bottom view
3. top button
4. middle button
5. bottom button
It actually created more constraints than I need, but the ones needed are there.

Now I am stuck on this: One more constraint between the two views, because they have also zero spacing between each other.

Well, for me Xcode creates it automatically once I put it under the top view. Didn't it create for you?

I'm checking that. I guess if you put the three constraints (for the 2 views) and make that in IB 40%, it will resize accordingly across different screen sizes.
so if your view in IB is 480 width, try sizing the top view as 320x184. Have you?

It actually should be 460 since you have a status bar. So 40% of 460 is 184. Is your top view 184 height?

I know that for Android you can preview in Eclipse how it's going to look like in different screen dimensions.

Sorry, I was just doing this in a extra screen of a particular project. And it uses storyboad, so it's all together.
But man, I don't understand why you're so inflexible to accept code OR autoresizing.

It is. And it's good is many ways, but the 40/60 thing isn't easy with AutoLayout. Autosizing makes it eaaaasy

and a lot of developers haven't addopted autolayout yet because it's not that useful yet. There are some improvements coming in iOS 7.
Have a try with Autosizing mask. It's so damn simple to solve with it.
