This is that it does.
It creates a LIFO block of 6 cells ( message-id command )
If a new message comes in, it's appended to the end, and the earliest is removed.
If the message is an old one, it checks to see if it's in the stack.
If it's in the stack, it checks to see if it has changed.
If it has changed, it appends to the end again, and removes the changed one.
IF there is a new or changed message, it then evaluates it.
