I've been building responsive websites for 2 years when it became popular - at first I defined breakpoints and just adjusted few values
then 2 years later more and more mobile devices came out - all with weird resolutions
previous clients started to complain their websites don't work on that and that device
I started digging and we found out it's because we based out layouts on fixed breakpoints and asumed no device has more than 767px on mobile or something like that
you don't really need any test devices - you can catch all the breakpoints in your desktop browser by just draging the window width around and watch how the layout works
