I'm trying to design and build a forum type website, and can't find anywhere a way for users to create a new page for example creating a new thread. I'm not even sure if this'd be accomplished in html or if it would be done in php or javascript etc, any pointers would be much appreciated. :)

@JohnDurrans typically you'd POST something to some url that creates ...something, on the server. What that something is depends on how your application is structured

take a look at the <form> tag with a <submit> inside it. That would be the most natural way I know of to create a post request from the client.
